File Sharing in OneDrive
Create a "shared" folder in your Onedrive folder. Put the video file in it. Give it some time to sync with the could (wait for the little icon on it to change to a checkmark).
Right-click on the file and "share" it.
Put the email address of the person you want to share it with, etc... They'll get an email from you with a link to access the file.
